The Critical Repair program addresses hazards in the homes of low-income homeowners in Gregg, Harrison, and Upshur County. The program focuses on restoring homes to a safe and healthy condition for homeowners whose monthly income falls at or below 80% of the annual median income for Gregg, Harrison, and Upshur counties, TX, as defined by the U.S. Housing and Urban Development Department.
The program encompasses three primary areas of focus:
1. Health and Safety Hazards: Addressing hazards that negatively affect the health and physical safety of the occupants.
2. Accessibility Modifications: Making structural adjustments to facilitate independent access and use of the home and its amenities by individuals with disabilities.
3. Climate Resilience: Implementing repairs and upgrades that improve energy efficiency and climate resilience
Recipients must meet the following eligibility requirements:

- Own and reside in the home for which repair is requested.
- Must have resided in the home for a minimum of 1 year.
- Reside within Gregg, Harrison, or Upshur County, TX
- Demonstrate the ability to pay 8% of the total cost of the repair.
- Household financial assets are less than $5,000. (Legally defined retirement accounts are exempt from this eligibility requirement)
- All household income must be at or below 80% of the published median area income.
